Constitution & Standing Orders

Section 2 of the Local Government Act (Northern Ireland) 2014 requires the Council to prepare and keep up to date a Constitution for its business.

The Council’s Constitution describes; how it operates; how decisions are made and; the procedures being followed to ensure transparency and accountability to local people. Some of these processes are required by law and others are good governance.  It is divided into a number of parts which set out the rules governing the Council’s business.   In summary the constitution covers.  

1. Rules and procedures followed by the council when conducting its business

2. Code and protocols  for councillors and officers to adhere to when conducting business

3. Financial and contract regulations

4. Scheme of Delegation for senior officers

5. Councillor allowances and scheme of allowances in place


6. The organisational and management structure
